Plot
The show's main character is a dog named Dudley Puppy (voiced by Jerry Trainor), who works as a secret agent for an organization called T.U.F.F. (Turbo Undercover Fighting Force).[3] His partner is a cat named Kitty Katswell (voiced by Grey DeLisle).[4] The show takes place in a city called Petropolis, which is populated by animal characters.

Dudley Puppy
Dudley is a dimwitted and hyperactive white mixed-breed dog and the central character. He is shown to be hyperactive. He is voiced by iCarly's Jerry Trainor.
Kitty Katswell
Kitty Katswell is a cat agent and close friend of Dudley's. She is voiced by Grey DeLisle.
Keswick
Keswick works for the T.U.F.F headquarters as their primary inventor and scientist. A running gag is that neither Dudley nor Kitty knows Keswick's species. Voiced by Jeff Bennett.
The Chief
A flea who runs T.U.F.F. headquarters. Voiced by Daran Norris.

Verminious Snaptrap
An evil rat and leader of the Diabolical Order of Mayhem ( D.O.O.M ), Snaptrap serves as the main villain in the series. Voiced by Matthew W. Taylor.
Larry
Snaptrap's dimwitted brother in law, Larry. Voiced by Jeff Bennett.
Ollie
A British possum, Ollie is Snaptrap's voice of reason, which Snaptrap often ignores. Voiced by Jeff Bennett.
Francisco
A crocodile with a stereotypical Chicago accent. Voiced by Daran Norris.

Production
Butch Hartman said that he created the central character and wanted to make a crime-fighting show based on him. Because his previous show Danny Phantom already involved superheroes, Hartman decided that he would focus on making Dudley a secret agent. He pitched the show to Nickelodeon as "Get Smart with a dog."[6]
Eric Bauza was originally chosen to voice Dudley, but the creators did not feel that he was right for the character.[6]
